Natural disasters
are part of the environment in which we live. They do not discriminate between people or countries. And yet, no disaster is entirely natural. Human activity invariably aggravates the risks through in-sufficient attention to where and how settlements are built, or natural resources are exploited. Disasters are, therefore, complex events; and the problem of disaster prevention and mitigation has many facets.
